VEINTICINCO AÑOS DE COMISARIO DE DERECHOS HUMANOS DEL CONSEJO DE EUROPA: SU CONTRIBUCIÓN A LA PROMOCIÓN Y DEFENSA DE LOS DERECHOS HUMANOS EN ESPAÑA
La institución del Comisario de Derechos Humanos ha cumplido en 2025 su vigesimoquinto año de actividad en el seno del Consejo de Europa. A pesar de los avatares que supuso su concepción y puesta en marcha, a lo largo de este tiempo ha sabido hacerse un hueco en dicha organización internacional y convertirse en adalid de la defensa de los derechos humanos, cuya promoción en los Estados miembros le compete y se encarga de supervisar. Con ocasión de esta efeméride, este artículo sistematiza y analiza la actividad del Comisario en relación con España, desde su primera visita a nuestro Estado -marcada por la actividad terrorista aún existente-, hasta sus más recientes intervenciones ante el TEDH, sin obviar su continuo contacto con las autoridades españolas por los derechos de la población migrante y refugiada.
The institution of the Commissioner for Human Rights has celebrated its twenty-fifth year of activity at the heart of the Council of Europe. Despite the ups and downs involved in its conception and implementation, over this time it has managed to carve out a niche for itself and become a leading figure in the defence of human rights, whose promotion and supervision in member states falls within its stint. To mark this anniversary, this article analyses the Commissioner’s activity in relation to Spain, from his first visit to our country – marked by the ongoing terrorist activity – to his most recent interventions before the European Court of Human Rights, without overlooking his continuous contact with the Spanish authorities regarding the rights of migrants and refugees.
